Human Rights Watch: Israel preventing Palestinian development (Haaretz)

Israel prevents Palestinian development in some parts of the West Bank and East Jerusalem busy pouring financing on the Jewish settlements, the Group Human Rights Watch said Sunday.

Its 166 pages report by Human Rights Watch based on Israeli policies in the areas of the West Bank, where the Palestinian Authority holds not domination of provisional peace processes and annexed Jerusalem-East, Israel after his capture in a war of 1967.

"Israeli policy in the West Bank severely discriminate against resident Palestinians, depriving them of necessities providing amenities sumptuous Jewish settlements," said the organization based in New York.

The report highlights cases in which he told Palestinian villages in the West Bank are denied the possibility of developing electricity and water and road running, infrastructure while nearby settlements had daily conveniences daily in place.

A case cited by the report was Jubbet al-Dhib Palestinian village near Bethlehem. Human Rights Watch said the village of 150 people can be reached only by a dirt track and Israel refuses to connect to an Israeli grid.

The small colony of Sde, just 350 metres later, has dedicated paved road and all modern amenities, the report added. Fifty people live in the colony.

Human Rights Watch said that Israel has cited problems of safety as a reason for any difference in treatment.

But Carroll Bogert, a spokesman for the group, said that Israel was to "systematic discrimination merely because of (Palestinian) race, ethnicity, and national origin, without electricity, water, schools and access to roads."

Approximately 2.4 million Palestinians live on the West Bank alongside over 400,000 settlers.

Bolivia joined neighbours in the recognition of a Palestinian State (Jerusalem Post)

Bolivia Friday joined the list of the South American countries that have announced their appreciation of a fully sovereign Palestinian State on the borders of 1967 with Israel, the Palestinian News Agency Ma' year reported.

President Bolivian Evo Morales made the announcement at the Brazil Conference with regional leaders, said the Ministry of Foreign Affairs of Bolivia.

In the light of the announcement by the countries of South America, Palestinian negotiators this week for the first time asked countries to recognize a Palestinian West Bank and the band State in Gaza, even without a peace deal with Israel.

Palestinian officials said last week that they had asked the consuls general France, United Kingdom Sweden and Denmark as well as the Envoy of the European Union in the peace process to recognize the 1967 borders between Israel and "Palestine".

EU decides not to recognise a unilateral declaration of Palestinian State (Haaretz)

The European Union decided Monday, does not recognize the unilateral declaration of a Palestinian State, as a move could undermine efforts to return to the Middle East peace process.

The 27 EU Foreign Ministers meeting in Brussels one day after the Chief negotiator Palestinian Saeb Erekat wrote a letter to the head of the foreign policy, Catherine Ashton, urging the body to support its efforts to rope in the international community.

"The European Union commends the work of the Palestinian Authority in the construction of the institutions of the future state of Palestine and reiterates its full support to their endeavurs in this regard and plan (Palestine Prime Minister Salam) Fayyad," Foreign Affairs of the EU Council wrote in a statement.

"[The Commission] reiterates willingness, where appropriate, to recognize a Palestinian State," said in the statement, adding that "urgent progress are necessary toward a solution in two States of the Israeli-Palestinian conflict."

"We want to see the State Israel and a sovereign, independent, democratic, contiguous and viable State of Palestine living side by side in peace and security" addressed the Council, stressing that "the legitimacy of Israel State and the right of the Palestinians to achieve a State must never be questioned."

The Council also expressed its condemnation of the refusal of Israel renew its moratorium on the construction of settlement in the West Bank, despite international to make calls.

Argentina and Brazil this month above actually recognized a Palestinian State within the 1967 borders movement Israel described it as "very unfortunate" facing the stalled peace talks.
